Gentrification is the process whereby the character of a poor urban area is changed by wealthier people moving in, improving housing, and attracting new businesses, sometimes displacing current inhabitants in the process.

The overall goal of a PUD process is to permit flexibility in zoning regulations as long as the PUD offers
- A commendable number or quality of public benefits and;
- Protects and advances the public health, safety, welfare and convenience of the people.
